1.
Turkey has now greud by the Treaty of Lausanne to adopt and enforce the International Opium Convention of 1912. If the ifth Committee is of opinion that, in view of the importance of Turkey as an opium producing country, on its ratification of the

be invited to nominate a representative to serve on the Lavisory Committec, a resolution should be passed to this effeat.
2. The following countries Members of the League have failed up to the present to ratify and enforce the Interm- tional Opium Convention:-
Argentine, Colombia, Costa Rica, Esthonia, Latvia, fithuania, Paraguay, Persia and switzerland.
The importance of their immediate adherence to the Jonvention ought to be emphasised by a resolution expressing the deep regret of the Lesembly and requesting the Council to take all possible measures to secure ratification and enforcement.

A number of countries mentioned in the report of the dvisory Committee have not yet adopted the Import Certificate System as recommended by the Assembly in 1921 and 1922. A resolution ought to be passed to the effect that the Assembly reiterates the opinion expressed by the Assembly in 1922 that this system is the most practical method yet suggested for controlling the import and export of the drugs, in accordance with the provisions of the International Opium Convention, and that its success depends on ita adoption by all countries engaged in exporting or importing the drugs.
